The problem is described in detail in https://github.com/systemd/systemd/issues/28271

Summary: Systemd creates but never deletes directories in /run/systemd/propagate. After some days all the inodes are used and no new files or namespaces can be created.

This is said to be resolved:

This neeeds to be backported to the LTS versions of systemd in Ubuntu.
