Dark theme not being used when downloading or uploading files

Whenever I try to upload or download a file using any app, could be Android Studio, Telegram, some Web App, etc.. it will always reverse back to the light theme on the popup window that handles the download/upload process as seen on this image: https://imgur.com/a/hyJjQRX
