Wallaby Centos9 stream periodic and check failing with below:-

In last successfull job "3.1.0-17.el9s" was getting installed:-

https://review.opendev.org/c/zuul/zuul-jobs/+/883790 should move ovs to be installed from released repos.

We are also trying to fix the testing repo.
