Bug Description

When `ubuntu-advantage-tools` is missing, landscape-client fails to execute `ua`, sending an error message.

This is repeated every 15 minutes until the situation is resolved. We should only need to send this error once, at maximum – avoid sending the same message every time pro status is checked.
