"Upload" link is missing for individual po files

Bug Description
In the UI rearrangement, it seems the Upload/Download links moved to the action boxes on the right. This is true for PO Template uploads, but when you're editing a po file, say Catalan, neither

or https:/
This is causing quite some noise on IRC and e-mail from users.
