Outdated setuptools prevents editable installs

Bug Description

Because Ubuntu (22.04) comes with outdated setuptools, users are unable to perform editable user installs (--editable --user).

The original bug from https://github.com/pypa/pip/issues/7953 was fixed in setuptools 62.0.0 but Ubuntu is packaging an outdated 59.x version, which does not include it.

https://github.com/pypa/setuptools/releases/tag/v62.0.0 is the first version that fixed that.

The same bug is also valid for 22.10, which also seems to have an outdated setuptools.

Thanks for reaching out.

This will likely not be fixed for either Jammy or Kinetic as a regular update, since setuptools is a rather fundamental package with lots of breakage potential.

However, the 65.5.0 version is currently available in Debian and so will be automatically sync-ed when we open the new development series in the coming days.

You can get newer software in older releases using the backports process, see https://wiki.ubuntu.com/UbuntuBackports
