Ctrl+Alt+T no longer pulls up a Konsole window in Ubuntu Studio Kinetic

Bug Description

Reporting this against the meta since I have absolutely no clue what package is at fault here. I discovered this bug on a bare metal installation, so I know that this isn't my virtualization software's fault since there isn't any virtualization software involved.

Steps to reproduce:

1. Install the Ubuntu Studio Kinetic using the Final ISO.
2. Reboot and log into the newly installed system.
3. Press Ctrl+Alt+T.

Expected result: A Konsole window should appear.

Actual result: Nothing happens.

Notes: The problem can be worked around by opening the Application Menu, searching for "shortcuts", and launching the Shortcuts System Settings module. Then click "Add Application...", and add Konsole to the list. The Apply button will not become active after doing this - simply close the System Settings window. The keyboard shortcut will immediately start working and will continue to work after a reboot.

That shortcut has not been enabled by default in Plasma for many releases AFAIK.

It exists in Systemsettings > Shortcuts > Examples, but is disabled by default

As stated by Rik, this is not a shortcut that gets set by default in Plasma. Furthermore, due to https://bugs.kde.org/show_bug.cgi?id=456958, it is not one that is easily set by default. Unfortunately, this puts this into the "Can't Fix/Won't Fix" category.
