Bug Description
When you have a multiregion environments and depending what region is choosing the cinder nova client can raise a exception of instance not found when you perform a change volume type on a specific region.

That is caused of a lack of configuration of nova client on cinder.conf based on the documentation https:/
nova client should be configurated with the region name.
