Bug Description
It would be nice to be able to run the tests when all the nodes are not ready. The charm action should support an extra args parameter such that these parameters and others can be passed to the test run.
For example)
# Allow e2e tests to run with up to 2 non-ready nodes
EXTRA_ARGS = "-allowed-
