modal windows can't get key input from OSK

Bug Description
Step to reproduce:
1. run update manager, goes to the developer tab, click the "Pre-released updates" to enable or disable it.
2. See a modal window with "Ahtnentication Required" to confirm the password, the OSK will appear.
3. Press some key in OSK.
Expected: those key goes to the password text entry.
Actural: nothing appears on the password text entry.
Run on a Jammy, up to date @ May 5, 2022.
