update-manager should stop stealing focus

Bug Description
When I run update-manager in gutsy, I usually work in another window while it's doing its thing. However, at various times u-m will steal focus which both makes no sense and is highly annoying. It makes no sense because it really doesn't accept keyboard input while its working, and it's annoying if say, I'm typing in an xchat or xemacs window when the focus gets stolen.
u-m should not ever steal focus.
