Hello,
Current version of clamav package in 20.04 is 0.103.2 (see https:/
Clamav team recommends to upgrade to latest patch version.
>Users must stay up-to-date with the latest patch versions for continued support. As of November 3, that means version 0.103.4.

Sorry, I am unaware about decision process for propagating fixes into LTS version. But that looks like a fix that worth to propagate as claimed by clamav team.

You are right Artyom and the ubunt-security Team also somewhat regularly backports clamav.
That is how focal started with
0.102.
and nowadays has
0.103.
Assigning to ubuntu-security as they usually deal with this.
