multi-monitor edges still sticky with Sticky Edges turned off

Bug Description

Just upgraded to this:

I've turned off sticky edges but they're still sticky--sometimes!
What's weird about this is that it's only a problem going from the primary (lower) monitor to the secondary (higher). I have them set in an 'above and below' configuration, not horizontal.

Going from the lower monitor to the higher one is really hard.

I do not know exactly what package governs this but it wasn't a problem in any previous release since 12.04

The workaround there is to use ccsm to set Edge Stop Velocity to 0 -- it actually won't set it less than 1, but it works well enough.

Still unclear, though, why this has re-surfaced after 7 years, and why turning off sticky edges doesn't do this.
