Image pull fails during testing due to rate limiting

During test_dns_provider we try to pull the OCI image from docker.io and are hitting a rate limit:

OCI image pull error: rpc error: code = Unknown desc = failed to pull and unpack image "docker.io/jujusolutions/jujud-operator:2.8.11": failed to copy: httpReadSeeker: failed open: unexpected status code https://registry-1.docker.io/v2/jujusolutions/jujud-operator/manifests/sha256:67261f29c6db82d3056a76221f26538885bca2edac40693a3b20e946fdfb6b88: 429 Too Many Requests - Server message: toomanyrequests: You have reached your pull rate limit. You may increase the limit by authenticating and upgrading: https://www.docker.com/increase-rate-limit

Could this use ROCKs instead to avoid this kind of issue?
