Templates folder should be hidden

Bug Description

Binary package hint: xdg-user-dirs

The templates folder should not be in the users home folder, but rather in ~/.config/templates. It is adding needless clutter to the home directory and the Templates dir only serves one purpose and no one should need to access it's contents very often. This is a settings/config directory, not a useful user dir like Music or Documents.

There could be many possible ways to do that. There could be an "add template..." item at the end of the list, or there could be some selection dialog like for the wallpaper somewhere. I still think this is something most users don't expect/want in their home directory...

the issue is not a xdg-user-dirs, there is already a bug open on nautilus on improving the ui there, once that is change the default directory could be changed but no need of an extra bug there
