Looks like it's installing tripleo-common 16.1.0 in the venv.

https://review.opendev.org/c/openstack/python-tripleoclient/+/796752 works around the issue, but probably we should revert https://review.opendev.org/c/openstack/python-tripleoclient/+/790131.
