all watcher does not include events for cross-model relation connections

Bug Description
For JAAS we need to know the state of cross-model relations connected to JAAS managed models. Unfortunately the all watcher doesn't include any events for the lifecycle changes of cross-model relations. This means that JAAS has to poll the controller for this information every time. Ideally the all-watcher would include events for these changes.
