Translations page for non-Translations-using project says "set the flag"

Bug Description
If you have permission to set a project as using Launchpad Translations, the Translations page for that project says: "To set up Launchpad Translations for translation in Launchpad, you need to set the flag that states that Launchpad Translations uses Launchpad to handle Translations and upload a translation template for one of its release series."
This sentence shouldn't say "set the flag", because that's programmerese. Splitting the sentence into two bullet points would be good, too.
