Bug Description

Similar to the: https://bugs.launchpad.net/tripleo/+bug/1929461

The job fails as it can't pull requested packages.

Affects only the tripleo-validations repo as the job specific to it.

    Disable delorean repo if a similar componet repo exists

    The previous patch disabled the delorean repo
    if the job had a component var defined.
    This broke validation jobs.

    The current patch checks for the existance
    of the component repo file before disabling the
    delorean repo.
