`juju users` doesn't return any users in jaas setups

Bug Description
Juju model version: 2.8.10
$ juju users
No users to display.
This output tells us that the model does not have any users, even though it does.
Is it possible to display the users when they come from an external identity store?

juju users only lists local users in the model, not any external users (denoted as fred@external etc) that are managed by an external identity provider like candid.
I think the message could be made clearer here.
