Invalid device names on Windows with Russian locale

Bug Description

In preferences dialog window Mixxx shows invalid characters when trying to set up an audio device (see the attached screenshot). If you choose such a device and save the settings, Mixxx would show an error message about an invalid device, and playback won't be possible.

Probably, similar problem would arise for any locale, if device names have non-ASCII characters.

Tested on Windows 10 Home, Russian language version (i.e., not ML).

Mixxx 2.3.0-beta (build 2.3 r8121).

On Mixxx 2.2, similar problem was for MME sound API, but for DirectSound everything was OK, so people didn't probably bother.

I can confirm the issue on a German Win 10.

I can remember and I have dig into it, some time ago and it turns out to be a Portaudio issue. Unfortunately I have not found a old bug for it.

Luckily it is fixed in the recent Portaudio Release.

We may consider the risk to change update the Portaudio Library on Windows to fix the issue.

The PortAudio version we are currently using in 2.3 should have https://github.com/PortAudio/portaudio/pull/391 already.

OK, it turns out that it this is a regression due to the update of the Portaudio Library in our windows build environment.

Originally I have fixed the issue here:
