Invalid device names on Windows with Russian locale

Bug Description
In preferences dialog window Mixxx shows invalid characters when trying to set up an audio device (see the attached screenshot). If you choose such a device and save the settings, Mixxx would show an error message about an invalid device, and playback won't be possible.
Probably, similar problem would arise for any locale, if device names have non-ASCII characters.
Tested on Windows 10 Home, Russian language version (i.e., not ML).
Mixxx 2.3.0-beta (build 2.3 r8121).
On Mixxx 2.2, similar problem was for MME sound API, but for DirectSound everything was OK, so people didn't probably bother.
