Bug Description

Due to https://bugs.launchpad.net/layer-snap/+bug/1919246, every time update-status runs, we're seeing the following in the journal logs:

Apr 07 04:34:27 juju-cd0a0a-9-lxd-0 snapd[17803]: storehelpers.go:551: cannot refresh snap "etcd": snap has no updates available
Apr 07 04:34:27 juju-cd0a0a-9-lxd-0 systemd[1]: snap.etcd.etcdctl.50b216d8-d96f-4424-9f43-5487e306086f.scope: Failed to reset devices.list: Operation not permitted
Apr 07 04:34:27 juju-cd0a0a-9-lxd-0 systemd[1]: Started snap.etcd.etcdctl.50b216d8-d96f-4424-9f43-5487e306086f.scope.

This is causing intermittent timeouts for clients.

Rebuilding the charm based on the current snap layer will remove this refresh. Can we get that released?

Have tested with the latest snap layer, the snap refresh is no longer running but we're still seeing 3-4 entries of logs every update-status:

systemd[1]: Started snap.etcd.etcdctl.a014b168-95d8-461b-b170-038579f93afc.scope.

This may be benign.

Looks like the fix is already in our release branch. The fix will go out with Charmed Kubernetes 1.21.
