Bug Description

From https://github.com/kubernetes/kubernetes/blob/master/CHANGELOG/CHANGELOG-1.21.md#deprecation

> audit.k8s.io/v1beta1 and audit.k8s.io/v1alpha1 audit policy configuration and audit events are deprecated in favor of audit.k8s.io/v1, available since v1.13.

We need to update the apiVersion in kubernetes-master default config: https://github.com/charmed-kubernetes/charm-kubernetes-master/blob/0320324fef6c74841e7f023fee424fce4ce3d63a/config.yaml#L5
