Bug Description

[Impact]
On TGL systems, PCI devices stops working after system resume. One
notable case is that USB controller stops working after s2idle.

[Fix]
Serialize e1000e PM ops and makes e1000e is the last to suspend the
first to resume.

[Test]
Issue is not reproducible on 3000 cycles suspend tests.

[Where problems could occur]
Suspend and resume will be a bit slower. Other than that there's no real
behavior change.
