Bug Description
The problem we have now
Package A in proposed fails autopkgtest with the release pocket.
Package A in proposed + B in proposed triggered together passes autopkgtest with the release pocket.
Package A is ready for migration and migrates to the release pocket.
Package B is not ready for migration for other reasons and stays in proposed.

Package A in release pocket's autopkgtest is broken with any other package in proposed (except for B) and within the release pocket, too.
Package B may or may not migrate soon.
