Bug Description

The latest run of the gating tests failed, mainly due to errors in juju teardown. https://jenkins.juju.canonical.com/job/GatingTests/95/

This bug will be fixed when we have investigated and determined whether the errors lie in an ungenerous timeout against AWS, or in errors due to an unresponsive Juju agent while tearing down. (The latter would need an urgent fix.)

2 of the gating tests are failing tear down.

nw-container-networking-maas-2-3 appears to be a juju bug, none of the machines get deleted in 17 minutes.

nw-network-spaces-aws is able to destroy 2 of 5 machines and gets stuck on the last 3 for 18 minutes.

(note, the assess script needed editing which will be a separate PR, as well, it used lxd instead of finfolk-vmaas for the test)

The above PR is a fix for this issue. However we should review for overall improvement how different entities are destroyed at a high-level.
