Manila does not show up in OpenStack Dashboard

Bug Description
It would appear that the dashboard component of Manila is a separate package:

It does not appear that it's a challenging install (and in fact there's a python3-manila-ui deb package) but I would imagine that it needs to be installed on the openstack units.
As a test, I installed python3-manila-ui on each of the openstack-dashboard units and restarted apache2 and now I see "Share" in the lefthand menu of horizon.
Does that mean this should be a subordinate charm to be related to horizon?

Following the pattern as for other dashboard plugins we'll need to create a manila-dashboard subordinate charm (see octavia for the pattern).
