"no API addresses" error message is too terse

Bug Description

I was confused by this terse error message from `juju status` when I started using it. When a bootstrap is in progress on another terminal tab, it just says "no API addresses". We should expand that to something like "no controller API addresses; is bootstrap still in progress?".

Pre-release changes don't need a Fix Committed => Fix Released step. Released is used for changes that are targeting stable releases.
