For existing ovs interface, the ovs_use_veth parameter don't take effect

Bug Description

For existing router, the qr-xxxx interface already exists in the qrouter namespace, so when change the ovs_use_veth from fralse to true, the veth interface can't be created. Just like the use_veth_interconnection parameter(https://github.com/openstack/neutron/blob/master/neutron/plugins/ml2/drivers/openvswitch/agent/ovs_neutron_agent.py#L1513), we also need to drop ports if the interface types doesn't match the configuration value.
