The released.latest.txt provides wrong data for bionic

Bug Description

Our automation is using http://cloud-images.ubuntu.com/query/released.latest.txt for discovery released images for testing purpose, however it provides wrong data for 'bionic' at some reason.

Today is 03.09 and the data looks like:
karmic server release 20100826

It says that bionic has released an image on 20200903
However there is no image like that by the url http://cloud-images.ubuntu.com/releases/bionic/

http://cloud-images.ubuntu.com/query/released.latest.txt ( and http://cloud-images.ubuntu.com/query/daily.latest.txt ) are only guaranteed to provide the latest serial for ec2 images. For download images, there are separate files available per suite. For bionic, the file is:

http://cloud-images.ubuntu.com/query/bionic/server/released-dl.current.txt

You can find these files for every $SUITE by templating the URL

http://cloud-images.ubuntu.com/query/$SUITE/server/released-dl.current.txt
