Bug Description
Lines or flickers occur in upper half of the screen while playing videos(1080p).I think some frames are being dropped. Had the same problem with Ubuntu 18.04. I think this is some issue with Intel HD Graphics drivers in the system.Ready to do any follow up procedures.
Earlier when I used Ubuntu 16.04 there was no such problem.

This sounds like bug 1754284 so I will mark it as a duplicate until proven otherwise. The workaround for that would be to select 'Ubuntu on Wayland' on the login screen.
If you disagree with this then please run the following command to collect more information:
journalctl -b0 > journal.txt
and attach the resulting text file here.
