passwords file does not respect custom configdir path

Setting --configdir is ignored for passwords.yml file, it still uses the default one (/etc/kolla/

Evaluate PASSWORDS_FILE later
Currently seting --configdir on kolla-ansible CLI doesn't set properly the path
for the passwords file.
