Bug Description

upgrading existing 2.7 CAAS model to 2.8 got below error:

application-mariadb-k8s: 21:42:32 ERROR juju.worker.uniter.charm cannot upgrade charm: rename /var/lib/juju/agents/unit-mariadb-k8s-0/charm/.juju-deploying /var/lib/juju/agents/unit-mariadb-k8s-0/charm/.juju-charm: no such file or directory
