Fonts are poorly rendered in Wayland session

Bug Description
Using Ubuntu through a GNOME Wayland session, upgraded from Eoan a long time ago.
Does not happen using X11. Default level depends on the fonts used, but there is something definitely odd in rendering. Here I attached Roboto Regular 11.

This seems to be related to gsettings default values. On a freshly installed Groovy system using wayland, the snap-store is not properly themed. The window title bar appears to be using theme settings from bionic.
If I open gnome-control- center and select the appearance panel it immediately applies the proper theme. Something is triggering the theme setting to be updated there. It looks significantly better after themed properly.
