Sizing panel does not size start menu when opened, text and notification applet icons do not adjust to new size by default

Bug Description
Live Session, Lubuntu 20.04 Test Build for April 3rd, 2020:
Testing on a MacBook for the first time! The icons seemed so different due to the change of size resoution,s o i changed the size of the panel. Sure enough, the panel updated by default, however there were two issues:
1) When I opened the start menu, the start menu size didn't change at all, it was just moved higher on the screen due to the taller size of the panel.
2) The text, all text, of the panel did not change.
3) The Notification/System Monitor Applet (Bottom Right) Icon Sizes did not change.
