check_all_disks_promptcrit nagios check does not export

Bug Description

https://git.launchpad.net/ubuntu-mirror-charm/tree/hooks/hooks.py#n653 creates an nrpe check for disk starvation on all volumes (excluding troublesome types). Unfortunately it does not use any of the helper functions that would create it and add a record to /var/lib/nagios/exported as you'd expect.

This means we do not have any alerts for this check, despite it existing on the servers.

We can probably just delete this.

These days we either set nrpe.servicegroups to include prompt-critical, which will cover the standard disk_root check (cases where it's been set to "" notwithstanding) or else we apply prompt-critical to the servicegroup on the Nagios server.
