Minimal vSphere Permissions Not Documented

Bug Description

With a vSphere cloud, it's possible to deploy a juju cloud without full vSphere administrator permissions. This is a requirement in many environments and for any security-aware administrator, juju should not be given full administrative rights. In fact, there was a recent commit [1] warning users that juju doesn't have enough permissions to deploy. However, there is no documentation on what the minimal set of required permissions is to deploy in vSphere. I made this request in discourse [2] however since there is no mention of permissions in the official doc [3] I am filing this as a bug.
