USBC - No partition /dev/sda4 for sync-up by USBC

Bug Description

In image creator git repository, default_config/defautls.cfg, the config file should include /dev/sda4 FAT32 partition.
But the partition is not in the file and the image have no sync-up partition for USBC.

Symptoms:
1. cannot transition files via USBC
2. cannot test VFM features

Notes: current image is created from menlow gutsy-ppa project.

Verified in M9 test cycle
found there are a /mediasync mount point which mount /dev/sda4

This is not all of device file system but it does manage files on PC via USBC.
