Uses placement_api_port, should be placement_api_listen_port.

    Use listen port for Placement precheck

    Placement only needs its listen port to be free. During the Placement
    split from Nova in commit 2fc6d4cfc5 the wrong variable got moved into
    precheck for Placement, this fixes it.
