Bug Description

--no-options is documented with:

> Shortcut for --options /dev/null. This option is detected before an attempt to open an option file. Using this option will also prevent the creation of a ‘~/.gnupg’ homedir.

When I read this, the word "shortcut" led me to assume that `--no-options` is equivalent to specifying `--options /dev/null`, and that `--options /dev/null` would also have all the described effects. This is not the case.

(I suggest rewording this without reference to `--options /dev/null`.)
