Ubuntu 19.10 - Additional PCI patch and fix

The MIO Instruktionen patches and their commit IDs are already in eoan:

is the only one that's missing in eoan.

IBM Bugzilla status -> closed, Fix Released with Eoan

All autopkgtests for the newly accepted linux-gcp-5.3 (5.3.0-1008.9~18.04.1) for bionic have finished running.
