ceph-mon fails to bootstrap on Nautilus with auth-type: None

Bug Description

When bootstrapping a ceph cluster, the monitor charms try to retrieve a client.admin key from Ceph. When auth-type is set to 'none', a Nautilus cluster will have no keys created, and will raise an exception, causing the cluster setup to fail
