Bug Description
If Vault has not been given or created a CA cert and there are cert requests pending over the relation, there is no indication via the status that the user needs to intervene to resolve the situation.
Additionally, if Vault becomes sealed after having been unsealed, it can get into a hook error state when trying to publish the CA cert, which could be handled more gracefully and reported in status.
