[RFE] kubernetes-charm should set StorageClass automatically if related with openstack-integrator

Bug Description

Openstack-integrator is a generic charm which represents openstack credentials and access, kubernetes-master should be responsible to identify which options have been set on openstack-integrator and configure itself accordingly.

It means understanding if openstack-integrator has options for setting up cinder backend integration and configuring the needed StorageClass accordingly.

Since StorageClass is a cluster-wide option, this can be done once at configure-changed hook.

This has already been done in https://bugs.launchpad.net/charm-kubernetes-master/+bug/1837747 which will be available in the 1.16 release.
