Bug Description
When removing maas-region-

Steps to reproduce:
1. Install maas-region-
2. Remove package using apt remove
3. Select yes on both screens
4. Try to reinstall maas-region-
5. apt should fail with an error message
The install should fail with an error message about user access denied.
Expected behaviour:
MAAS package to install without any issue
Actual:
maas-region-
Workaround:
dpkg --purge maas-region-
