When attempting to deploy cosmic rocky on ppc64el from this bundle:

We see nova-compute and lxd subordinate hook errors, e.g.:

the nova-compute hook failure is due to:
subprocess.CalledProcessError: Command '['sudo', '-u', 'nova', 'lxc', 'list']' returned non-zero exit status 1.

the lxd hook failures are both due to:
subprocess.CalledProcessError: Command '['sudo', '-u', u'nova', 'lxc', 'remote', 'list']' returned non-zero exit status 1
