Bug Description

If for some reason during controller agent startup StateServingInfo hasn't been written to the agent config, the state worker won't start. In that situation the engine report reports "dependency not available", even though the workers it depends on (agent and state-config-watcher) are both running. This is confusing, especially when trying to track down a problem - make it clearer why the worker hasn't started.
