Bug Description
When starting a new game, the economic target for soldiers and extra carrier animals is a reasonable number (10 I think?). But after clicking the 'R' button, it gets 'reset' to some strange numbers: Frisian reindeer and soldiers get 254, for some other tribes it's 1 if i remember correctly.

I can confirm this also for Empire workers. The workers have a default_ target_ quantity set in the lua files, but the values are not applied when clicking the R button in the economy settings.
As far i can see for the wares it works as expected.
