Bug Description

Nested LXD containers doesn't seem to work when the Juju machine uses series 'cosmic'.

Have reproduced with 2.4.5 and 2.5-beta1, almost exactly the same, except my host machines are not in a ready state, e.g.:

Also my test was not nested LXD - this is a bare metal cosmic host, with cosmic lxd containers

FYI This is blocking OpenStack CI for multiple architectures, where each interim release is as important as the next LTS.
