ejabberd 18.01 crashes due to erlang-p1-xmpp 1.2.2

Bug Description

After upgrading to Ubuntu 18.10, ejabberd was completely unusable because of this bug: https://github.com/processone/ejabberd/issues/2527

This has already happened in Debian (https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=903630) and seems to be caused by the fact that ejabberd 18.06 is stuck in proposed.

Manually downgrading erlang-p1-xmpp to 1.1.21 fixes the problem.

ejabberd 18.06 needs erlang-p1-zlib 1.0.4, which fails to build with:

The patch in https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=911789 allows building erlang-p1-zlib and ejabberd.
